Default Gp relay or batteries?

I just purchased a 1997 f-350 two weeks ago. I have been having problems with the idle surgeing I have a icp sensor and a ipr rebuild kit on the way. Today when i got home and tried to start it up it would not start at 20 Degrees , run the batteries down trying to start it over a 1 hour period of off and on cranking every ten minutes or so. after i ran them down i put the battery charger on at 4 amp charge and waited for 6 hours before trying to start agin . Decided to chek battery volts and came up with 12.64 on the boost battery, and 12.45 on the other battery are these volts ok for a PSD? after firing it up and running it down the road , I decided to check the GP relay tested 12 volts on one post 0 volts on the other post no ignition 0n . set meter were i could monitor while acctivating the GP and it Read-0.01 volts then jumped to 6volts clicked and went to 0 volts within 3 seconds . Do I have a bad GP relay or should I be looking at both of my batteries? got the CPS code twice cleared ok ,It Ran great after it fiered up Spit for a few seconds then idled fine.

Im about to get thetreatment from the wife over this purchase.
