Default 99 F250 7.3

I have a 99 F250 super duty 7.3. Millage is about 111,000. The truck set for almost 2 years because of a rotten oil pan. After I replaced the oil pan I changed out the fuel filter. I took out the old fuel and put fresh in.

The truck has no power. Feels like the brakes are on. Top speed 45-50 mph. In park the truck revs up slow also. When I drove about 5 miles the engine would start surging and looping very bad. I replaced the ICP sensor and that fixed that but still no power.

I have a Actron cp9145 Auto Scanner and it's not picking up any codes. When I put it in real time data mode all check points say n/a. The scanner has been used on the truck before and still works fine on other vehicles. The fuse to the pcm is good ( #30 ) I have checked all the harness and haven't found any problems. I can't get a data signal form the pcm. Could that be where all my problems are coming from? I have done the power and ground check on the plug and its OK.

Truck will not run if the PCM is bad... Look at a plugged pick up. Check fuel pressure at idle and when driving, I bet you find your issue.

Where do I hook up to do a fuel pressure check ? Is there a check point some where?

Truck fixed. Inter cooler tube slipped of on passengers side. Was not easy to see from top because it was under the battery. I found it while looking for a place to take a fuel pressure reading.
