Can you explain please

Could you explain why there is a problem with putting an older diesel in a newer model truck. Do the emission laws say that you can't or is it just harder to get the older engine to meet the requirements of the new model. I have an 05 topkick with a blown duramax and would like to swap a cummins to the Allison1000 tranny. I think for my situation I need to be legal. Does this mean I can use a cummins as long as its 05 or newer? Or can I use an older one with some additional emmisions equipment, or is that not an option? (I know that most don't care about the emmisions) Any information on this or where I might find it would be greatly appreciated.
