Sounds like a dead controller.

just looked at the ip on the bottom driver side the plunger(when you move the throttle it goes in and out) is wet its not dripping just wet all around it would that be any cause to hard starting (cold)??? starts fine after it has been run thanks...

A dead glow plug or two will make it short cycle too.

If the IP is losing prime, it will hard start.

Sorry, just saw that you checked the glowplugs So, yeah, controller is probably bad.

The dripping out of the plunger might be enough to cause it to lose prime over periods of time, but I'm not sure. Either way, a wet IP is usually not good...
