If it's billowing black smoke and not white smoke, your return line is plugged, got a failing injection pump, a turbo issue, or the air filter is plugged solid.

So how would I eliminate and narrow down what it coul be

Change the fuel filter first. Then remove the return line from the injection pump and blow back through it. While it's still off, start the truck to make sure fuel comes out of the pump. If it doesn't, the check is plugged or the solenoid doesn't have power or it's burnt out.

If I put that boost controller on it will I stil have 2 fix the problem with the vaccum system

7.3 liter needs to do a little more research on what we do here at diesel bombers before he says much more

If you put a turbo master on you will not have to worry about the vacuum ever again

ok the turbo master is on the way... so we will see if that will solve the problem

you will probably need a boost fooler. because you will probably set 2 codes I think they are P0236 and P0238 It will probably say something like boost to high,2 ways to solve problem either install new ecm or boost fooler.
