You dont have to buy the TM. THe vac system is a pain, but if you dont have the money than fix what you have, unless the vac pump itself is going bad. Start at the vac pump. The vac pump pnly runs the wastegate actuator since your truck is a vin f. THere is a small tube that goes from the vac pump to the drivers rear valve cover area to a solenoid with a green dot on it. This is the wastegate actuator solenoid. First you must see if your getting vacuum to the solenoid. If you are then the vac pump is working, Next you must check to see if your getting vacuum out the other side of the solenoid that leads to the wastegate. If you are then the solenoid is working. There are pressures you should be getting with a vac guage but i do not remember the exact numbers off the top of my head. The actuator itself has a rubber diaphram in it that can break also. You should be able to move the rod with the truck not running, when the truck is running it should be hard to move the rod..... Black smoke is unburnt fuel, so you are lacking air....
