So as far as the lights are concerned, my first course of action should be to replace the relay and switch correct?

We need to see if you have voltage and a good Fuse F and G in the PDC for the headlights first.

So I checked the fuses in the PDC. Turns out I had a blown one. However, on the 3 mile drive home from the auto parts store I popped the same fuse that was giving me issues and now my right marker light doesn't work now. I've never had this issue before. It is supposed to be running a 15amp right? I popped another one in and I guess I will see if it gives me anymore trouble on the way to work tomorrow. The bad one in the picture is the lighter blue upside down 15 amp that I put in odd for reference in the photo. I wonder if me having my pdc cover off while trying to diagnose the wipers in the pouring rain might have something to do with it? maybe a little water got in there and is causing it to short? Hopefully all is good with the lights, still need to fix my darn wipers though...

Also, am I missing any fuses that should be in there?

Check the inside of the cover for the list of fuses there are spare slots. Also have someone turn on the headlights while you check the relays in the PDC the one in the lower part of the picture looks discolored. You can swap some of the relays around if they have the same number on them.
Check your light bulb sockets and bulbs all wiring and blow the water out of the PDC if found.
