Default custom S366 issues

Hi, i just finished a custom s366 set up, 66mm inducer, 73mm turbine, .91 a/r. 35mm external gate.

I disconnected the lines to the gate diaphragm to make it non functional, and in the stock tune i can barely muster 20psi, in my econ tune i can squeeze out 25 and i have yet to try the hotter tunes. does this seem low to ya'll? should i look for a leak somewhere or should i just expect to have to dump a lot more fuel to get this thing to spool?

overall this set up should be very similar to the HTT promax kit, so i would especially appreciate any input from the folks who have that kit. I believe they use a 16cm holset housing, which i have read somewhere is pretty close to a .91 borg housing...

on a side note, I do have efilive and currently with just a ported FCR and no lift pump, about 2500µs is all i can squeeze out to maintain roughly 20,000psi, is hotter tuning required for a turbo of this size?
