Default help!!!! 7.3 wont start

I have 2001 f350 with the 7.3l. I bought this truck non-running. The guy said "It was running and died, I found out that my boy ran it out of fuel. but still wont start."

okay, so here is the symptoms:
-turns over but wont start
-no wait to start light
-no tach bounce
-no white smoke for exhaust
-when opening fuel valve (on filter) it shoots fuel out with pressure no air.

things I've done:
-checked fuel cut off switch on passenger kick panel
- replaced cam shaft sensor
-replaced icp (had oil in it) (6v at power connector)
-put in 15gal of fuel

same problems exist.
I ordered one of those $10 dongles from ebay I saw on youtube video. wont be here till wed.....
is there other things I can check
so far I have:
irp (which looked new, so I didn't remove yet)
#30 fuse in cab and #22 under hood (looked already and didn't see any blown..)
I don't know how to check the idc.. or the pcu in it. (sorry if wrong acronyms)
or how to check for leaks with shop air...

Need to get a scanner and see what it says before you start throwing more parts at it

No "Wait to start" means you have no power to the PCM.. It will never start if that does not come on. Does it have a chip??

okay guys got it running. I put new battery terminals on it and after a few gas soaked rags, I got it running! I guess the heads were bone dry... It still smokes white when running, but I put some fuel dispersment/water remover and it now clears up after it warms.
Maybe glow plugs?

yep was just going to suggest that if the kid ran it out of fuel then the lines have to be purged, it will not start if you have air in the lines after the fuel water separator.
