ICP replaced, no start

ICP replaced, no start
I recently changed the oil and filter on my 02; I held off on fuel filter change because I needed a reusable cap. Next day going downhill with a trailer the pickup started to stutter and lose power. I pulled over to make sure it wasn't something obvious like forgetting to put the oil plug in. Everything seemed fine, restarted and limited home at 30 mph, as fast as it would go. Research suggested a bad ICP sensor. When I arrived home I unplugged the sensor and it ran smoother.
I ordered an ICP sensor and pigtail. While I waited for the parts I changed the fuel filter and fuel line o rings as the one on the return line was falling apart.
Today I installed the ICP sensor and pigtail. I cranked the pickup 3 times and no start. I checked all the fuses and returned it to stock programming. Also, I noticed the wastegate control solenoid was clicking. I checked the prongs and there is continuity.
My battery is dead now, so until I get it recharged I am waiting and trying to figure a fix better than just throwing parts at it. Any help would be greatly appreciated. I don't really have any specialty tools.
