98 7.3 wont start turns over clean fuel

No... Unplug the fuel bowl heater wire at the fuel bowl... If it is shorting out, it will blow the fuse and cause a no start issue.

The #8 30a fuse is being blown because the fuel bowl heater. Unplug it, replace the fuse and you should be good to go... Forget the CPS for now.

Sorry to sound like an idiot but where is the fuel bowel heater?

It is the only wire heading to the fuel bowl...

I have disconnected the fuel bowl heater and replaced the fuse but fuse blew again on restart. This try the wst light did come on.

Radio Capacitor(s), Ignition Coil, PCM Diode,
PCM Power Relay, Fuel Heater, Glow Plug
Relay (Diesel)

Those are the only things on that fuse circuit so the short has to be one of these.. The fuel bowl heater is the most common.. Have you looked at that link i posted, click on index and then scroll to page 80-84.. Are you sure its #8 fuse?

Thanks for the link to the web site for some reason I am unable to access it from Mexico, I tried the diesel technician society site and could get into it either. I am going to have somebody download it and email it to me.

Daves... I would look deeper into that fuel bowl heater... Need to follow the wiring and see if it is shorting somewhere. I have a feeling that is what is blowing that fuse and killing power to the PCM.

I have eliminated the the batteries as a possible cause. I am waiting to have a wiring diagram sent to me by the dealer, local Ford dealer will not copy any of there papers for me. Also a problem accessing the motorcraft site you sent me. Thank you very much for your help once I have the diagrams it will be easier.

Also, just for chits and gigs, check your GPR wiring... That is also on that circuit... I guess it could be possible that it is shorted out blowing that fuse... Do you hear a click when you turn the key to the ON position?
