Default Cylinder on top of oil filter

I have a 1995 F-350 7.3 turbo and a leak on a cylinder like, steel right above the oil filter. Above the oil filter a tube runs to the front of the motor. There is a hole in this tube and oil pisses out. When i tried to unbolt it started pissing out coolant as well so i bolted it back up. i cant figure out what this piece is ??????????????????????? any suggestions

If you search in the idi section there's info on rebuilding it alot cheaper than buyin a new one.
