Default 7.3 not starting, need some advice

Forum newb, Diesel newb here. I have an '89 7.3L and can't get it started. When I turn the key to to warm the plugs, the WTS light comes on for just a second then I hear clicks (about 2 clicks per second) coming from the center/top of the engine and it continues for about as long as it would take for the WTS light to normally go out. After the clicking I turn the key to start but don't get a full cycle/ fire up.
I've learned alot just by reading different threads on here. Any words of help would be appreciated, gotta get this thing back up and running since it's my work truck. Thanks

Have you checked the simple things like batteries, fuses, oil level...

Batteries are new, oil level is good, ill check fuses tonight. It cranks just fine but just doesn't fire up. SPrevious owner had the glow plugs replaced. Maybe glow plug relay?

that clicking you're hearing is from your GP controller if you're hearing it at the back and center of the motor. You might have a GP going on you. Mine did the same thing til i replaced them all. The GP relay is on the passenger inner fender by the battery just fyi

I replaced the GP relay and still got the same problem. Got to looking closer and realized the wiring was just in really bad shape. I was able to fix the wiring issue but the wires going to each GP and the insulator that attatches to the GP are in need replacement. Is this something they would have at my auto parts store?

NO IT IS NOT! That is the starter relay!

The glow plug relay is in the motor valley.

Yes, get two UVC harnesses. Replace both and also check the UVC gaskets as well.
