Default 1997 Powerstroke Shut-off No restart

I am working on a friends 97 7.3 powerstroke. Today it just shut off on him while he was driving. It cranks but no restart. I started looking at it and tried to diagnose it. Here is what I have.

1. Rapid clicking noise from relay 2 (IDM relay) thought it might be the idm so tried the spare one that was lieing around. Same thing also does this when IDM is unplugged (the clicking noise)

2. When unplugging Fuse 22 (30 amp maxi) (Fule line heater/glow plug controller/PCM relay) the clicking stops.

3. Tried pulling codes but no connection between code reader and PCM

4. Replaced PCM with original PCM from truck same problem. (clicking and no start)

Any help would be greatly appreciated with this problem.

Well i have more information to help narrow the problem down. I found a fuse blown (did not look blown at a glance but was blown) It was a MAXI fuse position 9 and the truck started right up. BUT!!! I blew the fuse again as soon as you hit the gas pedal slightly it blows it again and it even blew a 50 amp fuse.

What could it be?

Well after searching for a while we found that when the transmission was replaced over a year ago the wires were routed improperly and rubbing on the front drive shaft. It caused one wire to rub through and short out.

Now we have a new problem that we would like to figure out. When you run a stock tune the truck sounds like it is loading up on fuel and belching whiteish smoke but as soon as you put the programmer on or plug in a chip that smoke goes away. Is it possible the HPOP is going bad? Is there anyway to test it?
