Default lift pump issues?

my 1995 6.5 turbo coughs and sputters at full throttle, wont go over 50 mph ( goes into limp mode ), doesnt seem to have all the power, and has recently shut off on me twice, which i believe is the pmd? can anyone confirm my issues?

after it shuts off does it pretty well start right back up. If so I would say it is a pmd.

Does it idle fine after it starts? And if you rev it to 2000 rpm hold it there for a little and slowly back off of it does it return to idle smoothly?
