Have a look at the keyway on the pump gear. Starting to sound like maybe it did not get re-installed correctly - maybe the woodruf key is dislodged or sheared. There should be nothing fundamentally wrong with the timing. It can't change outside the realm of the adjustment by just R&R'ing the pump if done correctly. Basically it only comes apart and goes back together one way. Ask the person who did the pump work if he had the timing cover off trying to get creative, just in case. Maybe skipped a tooth the wrong way or something like that. Unlikely, but not outside the realm of possibility. It's a good idea to give the pump gear a smack with a BFH to seat it on the pump shaft when reinstalling - avoids this type thing happening.

It really and I hope for your sake sounds like a stopped up fuel filter. I've had them cause all the same problems, rough running, white smoke and poor power. I always like to start with the simple stuff. Fuel that has been sitting for 2 years will most definitely have some water in it from condensation because of heating and cooling over and over. And the plunger being stuck in that fuel shutoff solenoid from sitting all that time is a good indicator of that. That seafoam is good stuff hopefully will clean the internals right up and good fuel flowin hopefully it will run like a clock

Thats awesome, glad we could help. I've got a link for a new shutoff solenoid for $10 if you want it. I ordered one today, gonna see if its legit or not.
