when you say it won't stay locked up, i assume you mean that in OverDrive that it locks and unlocks right?
first thing i would do ismake sure the truck is up to operating temp. and on a level surface and with the truck idling in NEUTRAL with the parking brake on and a wheel chock or 4 or 5 in the correct position (you can never be too safe) check the fluid level and make sure it is full.
if it isn't full then add fluid until it is full, then remove all wheel chocks and release the parking brake and go for a test drive. if it is still unlocking and locking then while driving try to put your foot behind the brake pedal and pull it towards you slightly, see if doing this eliminates the locking and unlocking, if so then this means that your brake switch is out of adjustment and it needs to be adjusted so it is completely depressed when the brake pedal is in the rest position. depending on the condition of the switch it might need to be replaced.
if you activate your cruise control does it stay going while the converter locks and unlocks? if it does then it is going to be the fluid level is too low or the lockup solenoid is bad, if the CC cuts off then i would lean heavily towards the brake switch.

TPS is common cause of this too, My 94 locks out only when it wants and never in any rhythm. I installed a lock up switch, and a suncoast lock up control. This problem is enough to drive you crazy, mines been screwed up for well over a year.
