Default vp problem or something else?

Last week i was able to tow a 9000lb backhoe with my truck and this week i tried to tow it again and no go?it was very sluggish to accelerate and any kind of incline i had no power. My fuel pressure gauge only reached 8psi under a load and at idle i have 16psi w/ a fass ddrp.I took it to two diesel shops and they can explain it?I have no codes stored good fuel psi and volume. I was getting 15 psi of boost when i was having the problem. The truck starts and idles fine. They checked eveything except the vp pump they said i could only be tested on a bench is this true?I am still getting 22 mpg empty. The truck is a 00 ctd 4x4 w/4in turbo back, bhaf, fass ddrp,I did however install a boost elbow, boost fooler and a power puck after the problem accured and it seem to help a bit but not what i would expect.I had a new tranny put in 3 months ago with a upraded valve body, shift kit and a upgraded tc i think they said it was a triple disk tc so any help would be great. Could this be a vp44 problem? Also i do have egt, boost, fuel pressure and tranny gauges installed they wernt showing any weird readings.

Do you have any of the PID data? The only way to diagnose the APPS is to determine if there is irregular voltage during the time of the problem! Sound most like a VP-44. To actully test the VP-44 it must go on the test bench!
