2000 Hard Starting/Not Starting.

I hooked it to a code reader after I put in the new CPS and it is not showing any codes now.
I got the Pressure Gauge put on and it has 15psi when I turn on the key and 20 while I crank it. Does that sound right?
I started checking the intake heater (once I figured out where they where) and one side of it is not working. After doing some trouble shooting I found out that one of the silanoids is not working, So I'm heading out to get a replacement.

They should be relays.

Thanks Dr. Evil, Dodge calls it a relay and my parts store is calling it a solenoid.
Anyway here is where I'm at now, and please remember I'm here to try to resolve this not to hear about how I screwed up. Thanks!
One side of the relay/solenoid was not working and I was not able to get the part right away so I made a jumper wire to hook both sides together to see if I could get my truck started so I didn't have to tow it home again. That kinda worked once but the second time I did it I could not get it to start at all.
So I got the relay/solenoid from the parts shop and put it in but then it was not heating up at all. Now I'm not getting any power on the control wires for the relay. I used another jumper wire on the relay and held it to the battery to warm up the heaters and get the truck moved, but it still would not start. I can hear the Relays working when running it by hand.
I pushed it back in to the shop for what seems to be the 50th time and now tring to track down why I'm not getting power to the relay no the control side.
I have checked all the fuses and every thing is good there. The "Wait to Start" Light on the dash is still coming on but no power to the relays. I know I checked this when I was troubleshooting the relays the first time and whenever the "Wait to Start" Light was on I had power at the Orange and Yellow/Black wires on the relays, now I have nothing. Any Ideas?

Crack #1, 3, and 5 injector lines, then crank it over to make sure your getting fuel to the injectors. If it runs good after sitting in a heated shop, but not out in the cold. It almost sounds like poor fuel.

Thanks for the Reply but we have already ruled out fuel issues.
It Runns fine in the cold but just wont start. I had it in temps around 12 below zero and it runs fine as long as you don't shut it off. Also i use the same fuel in my work truck with no issues.

I am sure someone has the schematic for the relay wiring, sounds to me like maybe you lost a relay or breaker in the power distribution center under the hood.

I have checked all fuses and breakers in the cab and under the hood. I found a few that where wrong but not bad.
