Default 6.5 is testing my patience

I picked up a 1994 Mint grandpa c3500 with 6.5 2wd and only 89K miles. It had a blown head gasket but did run. I replaced both head gaskets but now I can not get it to start. I have fuel from the Lift pump but I do not think the injector pump is firing. I have primed the systems every which way from T valve, vent filter, cracked lines at injectors, and even pulled the glow plugs and spun it over to allow no compression. It has mounted remote PDM which did work before tear down. I check the fuse and grounds, double checked all connections, pulled the plunger on fuel cut off solenoid. Getting pretty frustrated and ready to pull it out for a LQ4 I have read to go.

What am I missing that would keep the pump from firing? it ran before I pulled the heads....

Owning a electronic 6.5 you should always have a new PMD on hand I have parked my old 94 6.5 and the next morning the PMD was out I had 2 PMD’s mounted on my heatsink Behind the front bumper I could reachinside the nostrils and unplug from the one into the other without having to open the hood.
