Please Help Running issues!

OK so i havent really had time to mess with the control solenoid.
The other day I was pulling my car trailer with a 4x4 S10 blazer on it. As I was getting on the highway I lost boost and the CEL came on. I had little to no power. I just pulled her slow till I could get off and check things out. When I checked the rod at the wastegate valve was sucked all the way up. I pulled VAC line and there was a ton of vacuum there with it idling.
Once I got back I plugged in my laptop and checked the codes. #78 was current and #78 & #99 were in the history.
78=Wastegate Solenoid Fault
99= Accelerator pedal position2 (5 volt reference fault)
I suspected that the solenoid was the issue as I already replaced the VAC pump. I went down the parts store and bought a AC Delco one. After I installed it I had zero vacuum and 0 boost when I took her for a ride. Once back at the shop I pulled the trouble tree out of ALLDATA.
On the yellow wire I have no ground. According to ALLDATA this wire is a ground that is controlled by the PCM. There instruction in the tree are to repair broken wire or replace PCM. I pulled the plug at the PCM and I have continuity from Solenoid plug all the way back to the PCM. Is this a common issue?
Any idea where to get a replacement PCM? Or maybe have mine fixed?
#16183977 on label. Says it's a reman for delco on it.
Next question is... I know if I get a turbo master you don't need this output from PCM. Is it better for me to go that route? Is it probable that if this one part of PCM is not functioning that there are other problems with it?
What do you think?

Check the main ground connections for the PCM at the passenger side rear of the intake.
there should be 3 wires fastened to a stud,from factory there will be a single wire with a ring terminal and 2 wires that share a ring terminal.
they may have been repaired at 1 time so all single wires is fine-clean and make secure all 3 wires and ground them to a clean engine ground location-a water blockoff plate stud is the stock location,you may also want to add another wire from your chosen ground location to a battery ground.

Ok I can check those I know exactly where they are. I will add another ground too But I am pretty sure they are clean as I cleaned em when I swapped the motor a few months back.
What do you think i should do next if they are clean and good?

also if I have to swap out PCM is it a plug and play? Or do I have to have it programmed?
I just found this thru napa...
