my '03 ive been noticing the past 3-4 months that the power steering seems to have a mind of its own on when it wants to work and it seems to not want to work when im at low speeds like backing into a parking space. any ideas on why its doing this? fluid level is good and no major leaks. could the pump be going bad?

 

Pump is going bad. The reason it is lugging at a low speed is because the pump needs the higher RPM's to operate properly.
