Default Anybody heard of a transmission actuator?

My truck seemed like it was shifting funny loaded or unloaded. In fact, when I am towing our 8,000 camper, sometimes I have to let off of the accelerator in order to get it to shift into fourth or overdrive. The dealership replaced the actuator under warranty (only 42,000 miles), but it still seems like it is not quite right. The other day while driving in town (25 mph) with no load it was running about 1800 rpm's and would not shift to the next gear. I think it is the torque converter, any suggestions?

Govenor pressure solenoid and transducer. Typical problem. There is a TSB for it. Complain about shuttle shifting.

What they replaced was the TV pressure actuator motor.
