Default Parking Brake issues

i have a 1998.5 dodge ram 2500 and the parking brake doesn't work on it. i have checked all the cables and they are all free and sliding good and the brakes are adjusted properly. I think that it is is the pedal assembly itself that something is wrong. has anyone had similar issues? I have pulled the assembly out and when the pedal is depressed the teeth do not grab and hold in a position is that the issue?

Brake adjustment is done under the truck where the parking brake cable (from the axle) meets the pedal cable. IIRC there's a nut or maybe two (jam nut setup) on a rod to do the adjustment. The pedal comes back up but the cable should still be latched when you let your foot off. Pull the release handle to let it go.
