Default lift pump robbing power?

my truck has the stock lift pump to my knowledge. the primer lever dosent seem to be working right. with what i have done to it it seems like it should have some more geetyup. could a weak lift pump be the cause. i wanna change to the piston pump but cant find the spacer.
