Trans help needed

Sorry for the long post. Hopefully there’s an auto transmission guru that can help. I have a 91 Cummins auto w/OD. My issue is intermittent but it will not kick out if first gear when you come to a stop. It always up shifts great but when you come to a stop sometimes it’s perfect other times it bogs down because it’s still in 1st gear. You put it in neutral and it idles fine. Back into gear and bogs back down. I was thinking an issue with a solenoid or a valve body. I changed the fluid and filter a while back and everything looked good. Any ideas? Thank you guys in advance
