Power steering cap leaking....help!!!

Default Power steering cap leaking....help!!!

I just replaced my power steering pump and im working on bleeding the system. When i crank the wheel from lock to lock a mass amount of fluid spills out from under the reservoir cap. The fluid was very high in the neck of the reservoir. After 10 minutes I went back and checked and the fluid had all gone down to where there was virtually none in the tank any more. I refilled it and began going left and right again. This time I wasn’t getting bubbles but as I neared full lock in either direction it would start pushing fluid out the neck. Thinking it must be over filled I held it at full lock and let it finish pushing out fluid. I then left it sit for about another 10 minutes or so. Fluid went way back down to what wouldn’t even read on the stick but was still in the reservoir. I watched the fluid level as my wife worked the wheel left and right. The fluid level never dropped but would come almost back to the top or the neck at full lock. Did this for another good 30 minutes. Let the fluid sit for a bit and then cranked the truck. Steering was very tight at first but loosened up after idling for about a minute. Killed the truck and low and behold it started blowing out the cap again.

Did I miss something with bleeding it or what? Why would the fluid level look so low then at full lock try to over flow? I would have thought as it turned the fluid level dropped. Is this incorrect? It's a brand new cap as well.
