In order for an Engine to "Run away" ... it needs legs .... Engines overspeed .... correct terminology for real mechanics .....
The reason you never see a 6BT Overspeed with out fuel plate .... is because thats not the cause of the phenominom....
The actual cause is improper installation of the Govenor Spring..... which if installed incorrectly will not hold the govenor back and will cause it to malfunction and the engine will be able to rev uncontrollably ......
I do work on govenors ..... 8v92's 6v92's .... never had one overspeed .....
The reason its called overspeed ... is be cause "Overspeeding" means its uncontrolled.... and unless your Engine grows legs .... dont expect to see your 6BT or ISB running away..

You have the most "potential" horsepower with no plate just take the plate out and put a boost fouler on the turbo and set it at 35psi take out the afc ARM and grind 3/8" off and slide the afc all the way forward then tune your afc . The horsepower differwnce is amazing I can tune my truck for no smoke and have had best mpg and horsepower setting the afc for full fuel at 30psi. I have heard that the 215hp pump is the only one that if you remove the plate completely you risk a runaway because of the arm sticking

Depending on what ppump you have depends on my answer to this question. Will the plate cause a run away ... no it will not. Can you tune the pump with out the plate ... yes you can. The AFC plays the biggest part in the tune of these pumps, the plate is simply a fuel stop there have been many threads on here and other sites talking about this. When the plate is removed the new fuel stop becomes the rack plug, this plug has caused issues when being changed or modded. There is a holder that can hang the rack if the plug is not installed correctly, a new rack plug is a great mod but one that should be done correctly.

I currently am running 15.5* timing, plate FF, and star is truned up several turnes, and left the smoke screw is in factory spot.... it HAULS !!!!.... and I have 4.10's, short cab, long box, scale weight is like 5862 or so ... yeah, its fast... came with a 180 now has a 215HP engine w/887 pump... so 191DV's and 5x10"s stock .... with the hx35W , low stall converter, cant wait to get studs and a set of twins ... .... will see ya at the other end

My *[engine] setup is in my sig. I've had the plate out a lot longer than the GSK, AFC slid up and timing, but I've still been running this exact pump configuration* for over ten thousand miles now with zero issues, drive-ability or otherwise. In fact, as far as street manners, it drives better in every way since pulling the plate out.
My understanding is right in line with what "94 12valve" said- namely, that unless you start modding things with a grinder, mess with the rack plug or do something wrong internally, there will be no risk of a runaway pump. A little turning of the screw brought my smoke to a minimum, it drives like a big baby when you're just putting around and surges ahead like a Tomcat when you stand on it, and cracks 20mpg with ease on the highway at 70mph. That all being said, I just finished building tranny #6, but I digress. Anyway, I can't speak for everyone, but overall my experience running plateless has been downright godly.
