two reasons may be possible:
first:
check your glow plugs- I know they are difficult located and a pain to get out.

second:
check and replace the fuel lines. Replace them. Even the tiniest leak causes a hard start if you get air into the fuel lines.

The VW's have no lift pump- not necessary at all. Did you replaced the fuel filter lately?
Air leaks are a major pain. Remember your td is 24 years old. its time for hose and clamp replacement.

My Jetta TD made 300,000 miles before I got bored of it(was still running strong!).

Please let me know how it works out- I still have the factory manual. It may help you.

These engines are extremely reliable as long as you don't turn up boost to much. You can gain some extra hp just by adding an intercooler.
The stock VW was available as a 80hp version with a tiny IC. Bugheads change or add an intercooler as big as possible, turn up the VP a bit and start to race the GTI's.
It is a very thankful and reliable engine as long as you cool down the engine oil a bit.
Have fun with it.
