I have to argue with bias tires blowing for mud. The best mud tire on the market is bias ply (Super Swamper Bogger) You won't get any more aggressive in a DOT legal tire, but you get far less mileage than a radial.

I have had good luck with my toyo m/t's but they can be expensive.
