It takes A LOT more than 25 extra HP to overcome the weight differences in your truck. For example. My truck makes a little over 700HP but weighs nearly 11,000 pounds and runs in the mid 13s in the 1/4. My buddy had a truck making around 726 and ran 11.77 in the 1/4 , but his truck was around 8000lbs . Main difference is WEIGHT. In order for me to run with him I would have to be putting down around 1100-1200 HP at the wheels VS his 726. If I use some spray I would be there with no problem.

Spinning 2 extra wheels and tires, will affect quite a bit to.

In drag racing, weight is a huge issue. Every 200 lbs is roughly equivalent to .1 sec difference in ET. And every 14hp is roughly equivalent to .1 sec difference in ET. So if your 2 trucks were the same weight and you had 25hp on him, then provided you both had equal traction and equal skill, you would beat him by roughly .2 of a sec in the 1/4. But if he were 400lbs lighter, and actually, it would be closer to 350lbs lighter, you would be dead equal.

This is also assuming that your increased power is more power to the wheels. Based on stock power rating being at the crank, you are probably only 20hp higher than he is. So to be equal, he would need to be roughly 300lbs lighter than you. I guarantee that he is more than 300lbs lighter than you, and there in lies your problem. If like others have mentioned he is closer to 1000lbs lighter, depending on how much fuel you both have, he will have a pretty decent lead over you every time. Probably close to .2-.4 seconds which is a lot.

If your shaft speed sensor isn't working then more than likely your VGT isn't working either. Which will cause horrible spool up.

dont know if this helps but last night i ran a duramax dually with soem kind of chip cause he smoked some vs my 05 5.9 with only mods below on 70 setting on JR and he couldnt gain an inch i had to keep braking
