If you are using POR-15 you dont want to take it to bare metal. POR-15 needs the rust to be there.
Theres also another product called Rust Bullet:

find a wrecked cab and cut the rockers out of it.....factory steel is better than most of the replacement parts you will get.....

around here the factory steel is more than likely rusted on the inside. I used aftermarket rockers and cab corners on a 79 chevy 9 years ago and they are still holding strong. If you use aftermarket just don't clean off all the coating on them, only where you are going to weld and get some good weld thru primer.
