Best tuner for a LB7?
If you want, talk directly to a vender there are lots and I liststed who I have experaince with in my previous post, I have also heard great things about Bobo / creatures of the night.
2004lb7 has given me some real solid advice and guidance as well.
You will need to talk with the tuner of your choice about where your truck is now mod wise and where you're planning to go with it. If you go straight to the hottest tune you can find your trans is going to hate you in short order.
The stuff in my signature from what I am told should be getting me in the 500-550 range. In theory you will have to do alot of the same stuff to get to the 700hp mark you mentioned.

Anything above stock HP an exhaust temp gauge should be used
the stock stock 5 speed transmission will take somewhere around 60 hp over stock. above that you risk slipping clutches and limping the transmission. one of the first upgrades to consider.
a larger exhaust is great for lowering the exhaust temp for the turbos sake. if you can afford it consider a turbo back exhaust upgrade. down-pipe-back exhaust is the next best then the cat back. 4" is plenty for most
some CP3s will get you near 500hp but you'll likely need a lift pump. some CP3 modes may also be needed to improve its flow
around this you'll be running into the limits of the stock turbo and be blowing lots of smoke at that level.
after a turbo upgrade(s) the sky is the limit. after about 500hp larger injectors should be used to keep pulse width and timing in check.
around 600hp and up internal upgrades are likely needed.
somewhere along the line depending on turbo/HP levels head studs will need to be done.
last but not least, dont forget the small and simple ones like EGR, mouth piece mod, etc.
there will be others that i am sure someone will remind us of

500hp can be easily achieved with most of the stock engine parts, after that you have to start dropping serious coin to get more, the jump from 260(stock)rwhp to 600rwhp will cost you probably in the range of $10k
