Ask him just one simple question:
Why Do they want to lock the ECM's?
Because it is so simple to gain higher hp-levels and overrun emisson controls with injecting more fuel.
Adding more air is pretty simple with a boost controller.
Both things combined result in:

more fuel+ more air= a lot more power
