1997 7.3L F350 4x2 speed issue
Hello all!
Hoping I posted in the correct spot!
I have recently purchased a 1997 7.3L (square body) F-350 dually 4x2 for use at my property. One of the things I noticed when purchased is the speed. Right now she runs at about 2200 rpm to hold 60 mph. I know these things are able to run a bit faster so I was curious what the cause could be. Another thing I noticed was a **** mounted in the floor of the truck, just behind and to the left of the shift boot for the transmission shifter. Being a 2WD truck, I have no idea what that is. I looked under neath the truck and the cable had been cut. The **** appears to be a push/pull style instead of a lever style, typical for 4x4 trucks. I was advised that the lever may be for a hi/lo range for the transmission?? I have never heard of those installed on these trucks.
So, if that is true, and there is a hi/lo, I may be possibly looking at the truck being stuck in lo range? If not, I’m not sure where to turn. Truck drives good otherwise. Just no highway speeds.
Any ways, I appreciate y’alls help. Just trying to sort through this issue.

The over/under drive units are usually added to the end of the transsmision, and have a switch mounted to the shifter, not on the floor, so I would think it would be a pto actuator, but usually they put those next to the drivers seat, and there would be two of them, one to engage the pto, the other to control the dump cylinder. Might have been a manual fuel switch if you have dual tanks? Maybe a pto engage for a snow plow?
