ICP control is the path to fuel delivery and in the past it was an easy quick way to bump it up for a few dollars in parts form your electronic store.
Custom tuning is the way to go. An adjustment to the ICP globally is not the answer when you can control the pressure at many different combinations of TP, MPH, RPM.....with the tables available in the PCM.

it isnt any different than some of the stuff the dodges had way back in the day, it was rude and crude but the stuff worked and thats what most people wanted then, stuff has came along way but it still works, ive helped do a few, we put a resistor pack on it with 5 different resistors and a **** so we have selectable power.
