Default 97 f350 7.3 turbo

i need help.i have a f350 with a 7.3 turbo i am workingon.drove it into the shop was running fine came back next day and it will turnover but not run.so i did the prelimanary checks fuses and such every thing seems to check out ok.so i put new fuel filter and fuel pump also a new cam sensor and still wont run.so i called the dealer and asked a few questions about it and they said that the icm is a probable cause.bbut i have been doing alot of reading here and see alot about the hpop.i checked the oil level in the hpop and it looks good with the new fuel pump im getting 45 psi at the regulator.im asking if there is a way to test the icm to see if its working cause i priced a new one and its sbout 950. before i spend that kinda of money i want to be sure that is the problem. im new to the diesel game but have worked on all types of vehicles in my time.im stumped on this and looking for help so if yall can help it would be very appreciated. thanks for any info i may have posted this in the wrong thread earlier if i did sorry.

do you have a gauge that reads up to 4000psi or maybe scantool that can read PIDS? Need to make sure we are building High pressure oil first before anything.
