Does your truck seem to loose power when this happens? Do you have a boost guage?

Bet you have a torn/slipped charge pipe connector

Did you ever find the problem? I have a 99 powerstroke that recently had the downpipe replaced. After getting it back i noticed some mornings it makes a strange hissing sound when i accelerate at all. It only seems to do it on cold mornings.

Brad- your's sounds like the EBPV is closing, I also have a 99, and have seen where ours are the worst for that problem. look in front of the turbo, and down low, there's a connector (2 wires I think) unplug it, and make sure the valve isn't stuck closed (the rod should be pushed into the turbo base) won't hurt anything, ford designed it to make them warm up quicker.
