Default No tach, no start, no WTS light, with an odd twist

The twists being the truck was bought for a cummins swap. And I just found that it dropped a valve too, nice hole in the valve cover!

Ive never heard the motor run, but it cranks fine. The tach doesnt budge, even with a new CPS. I only get ERROR when trying to pull codes. Checked/swapped fuses/relays.

Now really the only reason Id like it to run, is so I know I can sell parts from it, and they are are of known condition, ie transmission, turbo, sensors, hpop, etc.

Also, with the "wait to start" light not coming on is a little concerning as well. Im not sure if I will need that circuit to be good to use with the cummins or not. And Id MUCH rather fix the issue with the 7.3 in it, then trying to diagnose that issue, along with any issues that show up from doing the swap.

What has been done so far:
replaced CPS with new
checked wiring for scuffing, none found
checked under valve cover harness on dropped valve side, all looks good
checked fuses, and relays, even swapped them around to be doubly sure
checked HPOP, full of oil
engine full of oil
fuel pump on drivers side running fine

Im leaning towards a bad PCM, with no communication, very little diesel smell on attempting to start, no tach, and no wait to start light. But you guys know best, so Im open to suggestions!

Edit: more info that may or may not be relevant:
power windows dont work, fuse is good, and has power
#30 fuse has power to it, thru it as well
overhead dome light doesnt work (may be bulb, havent checked)

Anyone else? As I said, all fuses checked, with voltmeter. I try not to clutter up forums with questions that can be answered with search or google.

cud be the fuze as said, but tach and Heater/Gplugs/Bus 2 circuits are not related so Im thinking you may be right with the bad PCM idea
