cold weather has an effect on the o rings on those 7.3 injectors i've been told lets air in the system and bleeds fuel back or something or maybe the oil. once it fires and runs a few and push's it out runs better. Lol thats what i was told not sure how much believe it but i just passing it along.

Lol mine does that with a lil smoke and will not start unless pluged in, I did drivers bank gps an it made a little bit of a dif so I'm gonna do the other side next pay I do have bad orings though when turn the key on with rad cap off it'll overflow till she starts then it stops so hopefully just rings not cups or worse heads :-O

One thing that might help is to let the glow plugs cook a little longer. When the ambient temp gets below 50 the glow plugs will cook for 50 seconds. I know the light is only on for 10 seconds but the glow plugs are still cooking. I usually turn my key on before getting in the truc. That gives me time to let them heat up longer. By the time I have my seat belt on it has been long enough to start..... Just something for you to try.....

The relay is easy to test with a multimeter. You could also ohm out the glow plug pins at the uvc gasket plugs.

from the looks of it, if you say your glow plugs and relay is working properly, it seems as though its starving. fom what i saw it wasnt belching white smoke (raw fuel) which is usually what happens when these trucks start when its cold with bad glow plugs...
as csipsd said, injector cleaner usually wont do too much for heui injectors, because they're controlled by high pressure oil and the injector driver module. if anything try a good, expensive fuel treatment with CETANE booster. pop that fuel filter back out and see what that looks like, and drain that water/fuel seperator. see what happens next
