Default EOT problem

On my 2000 F350 7.3 the oil temp reads 244*F on Scangauge II on a cold engine the voltage to the sensor reads 2.95v in and 0v return with no current flow the engine idles rough. When I disconnect the sensor it runs fine because the PCM goes into defalt also effects the glow plug timing. Is this a PCM problem? The glow plug relay doesn't get a ground on the PCM side. Thanks for looking
