Failing Brake Booster???

Default Failing Brake Booster???

95 PSD.

Since I got the truck it has had something up with the brakes (there is a bungee cord pulling the pedal back up) It stops fine, and feels right, but the brake pedal will sometimes not come back up. If the ambient temp is low, IE early in the morning, it works fine, and comes up like it should. But once it's hot out, the pedal will stay down, and leave the brakes on until I pull the pedal up with my toe...

My guess is it's something to do with the booster, but thought I'd ask here before I go throwing money at it. Thanks!!!
