Default Butterfly Valve/ Exhaust Brake

I am looking for the thread to hook up the factory butterfly valve on the turbo to use as a sort of exhaust break and its been warm where i live & it still seems to stick on if i dont drive it for like 6 to 8 hrs. Any ideas on why it does that? thanks in advance for any help

It's a carbon and rust build up with the the butterfly housing, try cleaning it out and lube with Hi temp lube, otherwise your going to have to replace it.
