Default 1996 block heater

my buddies block heater in his 96 cclb doesnt seem to be working. is this fused or does it have a plug between the element and the 110 plug in? any ideas as to why it might not work?

No fuse
Typically it is just the cord that goes bad.
You can test the cord by removing it from the block heater, plugging it in, and using a volt meter to ensure you are getting 110v to the heater. Last time mine went bad I was only getting 40v to the heater.
