I just tested my FICM and I am reading 47.8 volts. Now by reading some other threads I should have +48 volts. Does that mean mine is bad? I am trying to figure out a no start problem and have already tore the top end apart checking out the high pressure oil side and everything looked good to my inexperienced eye.

Did it read that both with the key on-engine off and key on-engine on? It needs to be tested both ways.

Check your batteries, and take a look at your fuel filters if they haven't been changed recently.

When my ficm went bad i would get a cyclinder contribution code on different cylinders every once in a while, Then it started to run a little different a month or so later,Didn't wanna start cold and blew white smoke until warm. did the FICM test and it came out Around what it needed to be, re soldered the ficm and put it back in, tested and came out to 47.xxV drove fairly well then 2 days later no start. Got a new 58V FICM from swamps cranked it over and it fired right up

Not a problem man, call swamps diesel to order a new one. It'll be cheaper and won't fail on you again. And you can have them send it to innovative or PHP and tune it for you and you'll gain throttle response and fuel mileage and alot say it drives better. I'll be sending mine off to have it tuned soon.
