Default Turbo Surge

been reading quite a bit of stuff on here since buying my 05 F350 6.0L. had some issues so far, quite loud and not much for power, had my brother check it out, found that the rubber hose on the charged side connecting to the down pipe had a huge hole in it causing all my boost to go under the hood. changed the hose, much better but still has a surge. (EGR delete done. looks like plates put on to existing valve, wires cut coming out of wire harness near firewall on drivers side) back to surge, found the truck responded way better on the way home(2hrs from dealership) didn't downshift and take forever to accel...now it just builds boost and goes, no downshift....still surging, sticky turbo vanes from what i read, 213,000kms and Im sure that previous owner let it idle for extended periods of time. turbo pressure and RPM seem to go up and down opposite to each other, to me that does confirm sticky vanes. been running winter diesel as well as Howes Meaner Power Cleaner. anything can be done without pulling the turbo? i have lubrico warranty and would like the 4 years rather than the 2 if I put a claim in....waiting for the one to make it worthwhile. hopefully at least i can pull the turbo to clean it. thanks for input

does it surge at idle too? if so it might just be the ICP sensor going bad

No surge at idle I believe it had long idle times and not much for work outs

sounds like sticking turbo to me. Youll need to pull the turbo to clean
