85 6.9 sloooooow starting

have an 85 f350 dually 6.9 2wd
will start but takes some cranking
new glow plugs
no power to the plugs
i have power to the relay
could it be the controller?
any ideas?

The glow plug harness has a fusible link, and chances are it burnt up. Bypass the link and hard wire the harness to the relay.
