Default Timing Fuel Pump

My 91 7.3 IDI is smoking alot and has been since I bought it. I have narrowed it down to my fuel pump. The previous owner replaced it. I noticed its not lined up the way it should be to be timed correctly. Actually its a good 1/8" to left. When I lined it up like it should be it was worse. Does anyone know why this pump would be so far out of time? I havent removed yet but it doesnt seem like he woould have been able to install wrong. Figured I'd ask, its killing me and I will probably take off in morning to see whats up with it. Any helps appreciated.

I usually put it back where it started. Tweak it back where it was and give it a shot. Maybe some one bumped the motor with the pump off and they moved the timing to "make it fit"
