I found it; the wire was broken right at the connector that attached at the dimmer switch. There is an 8mm bolt that holds the connector to the dimmer switch.
To fix it I had to take the plug apart and reconnect the wire to the female spade connector.
The wires were pretty tight when the steering wheel was in the down position. I worked the wires back up the steering column and tie-wrapped them so they would not fall back down.
