white smoke when start no power underload

Default white smoke when start no power underload
have a 2nd gen 5.9 white smoke when i start it. loses power around 1300 rpm blows white smoke then around 2000 rpm takes off it going up a hill at low speed tons of white smoke then dies wont start for 2min of cranking or so. put new fuel filter in and transfer pump. any ideas please help
